Challenges of Implementing Technology and Innovation in Public Administration of Protected Areas for Effective Geospatial Management of Forested Areas Case Study: Divjake-Karavasta National Park

Abstract :The implementation of technology and innovation in Public Administration of Protected Areas for Effective Geospatial Management of Forested Areas is essential for preserving biodiversity and promoting sustainable development. This study identifies and evaluates geoinformation technologies used in precision forestry and reflects on the importance these practices for effective management of forests in protected areas. Based on interviews and surveys with relevant institutions, including the Protected Areas Administration, the National Agency for Protected Areas, Directorate of Protected Areas in Fier District, and the Municipality of Divjakë, the study examined knowledge and capacities regarding the use of modern technologies such as GIS, RS, DRONE/UAV, as well as the challenges faced by public administration in managing the Divjakë-Karavasta National Park. The findings reveal limited capacities of public administration in utilizing these technologies, while emphasizing the need for stronger supporting policies, investments in technology, and the provision of advanced training. This coordinated approach combines innovation with institutional involvement to address challenges and improve environmental conservation and forest health in Divjakë-Karavasta National Park, aiming to increase institutional capacities and ensure the sustainable management of forests areas. The results suggest a comprehensive strategy to address challenges and improve the management of protected areas through innovation and interinstitutional collaboration. The study highlights the importance of sustainable investments and staff training to ensure the long-term management of protected areas.
