Integration of Civil Protection and Defense Systems through Operational Management Center Development

Abstract :This research examines the development opportunities of state civil protection capabilities and their integration with defense systems, focusing on enhancing internal security measures. The study aims to develop practical proposals for organizing an operational-level Civil Protection Management Center (CPMC), through improved civil-military cooperation. The methodology encompasses analysis of over 100 legal and policy documents and extensive expert discussions. The evaluation combines functional efficiency analysis, economic feasibility assessment, and sustainability considerations. The analysis reveals a multi-tiered civil protection system in Latvia, emphasizing the crucial interface between civil and military domains. It identifies the need for enhanced coordination at the operational level and increased mobility and support at the tactical level, especially when addressing hybrid threats. The study highlights the importance of strengthening inter-institutional cooperation across all levels to improve overall system effectiveness. Key findings identify essential requirements for CPMC implementation, with strong alignment with UN, NATO, and EU civil protection frameworks. The proposed CPMC structure addresses both domestic operational needs and international coordination requirements, particularly emphasizing NATO's comprehensive approach to crisis management. The study provides recommendations for CPMC establishment, contributing to effective disaster management and national security enhancement, considering current security conditions and geopolitical environment. The proposed solutions ensure long-term sustainability while maintaining cost-effectiveness and stakeholder satisfaction.
