The Influence Of Global Trends In Scientific Publishing On National Regulations In The Republic Of Moldova And On Dissemination Of Academic Findings

Abstract :This study examines how national regulations and the dissemination of scholarly research performed in the Republic of Moldova are influenced by global trends in scientific publishing. Technological advancements and a worldwide shift toward open access, quality assurance procedures, and cross border collaboration have profoundly impacted national regulations worldwide, including in the Republic of Moldova. These changes have all contributed to a significant transformation in the academic publishing landscape. Understanding this influence is essential for enhancing the quality and visibility of Moldovan research on the international level. The analysis employs a comprehensive mixed-methods approach. It includes an in-depth analysis of international trends in scientific publication and highlights the overview of the current global landscape. Furthermore, the study examines the regulatory and normative acts in the field that Moldova adopted between 2008 and 2023. To effectively track the evolution of the regulatory framework, relevant documents from the National Agency for Research and Development (NARD), the Ministry of Education and Research, and the National Agency for Quality Assurance in Education and Research (ANACEC) were reviewed. This examination underscores significant measures that show how Moldova's national laws governing academic publishing have integrated international trends. Additionally, to assess changes in publication practices, quantitative data were analyzed by examining bibliometric information from sources such as Web of Science, Scopus and National Bibliometric Instrument (IBN - https://ibn.idsi.md/). This analysis specifically focused on the adoption of open access publishing, the use of Digital Object Identifiers (DOIs) and international co-authorship. The results show that Moldovan institutions have made a concerted effort to align with international trends. This adaptation is evidenced by the implementation of open access policies, enhanced quality control procedures, and an increased emphasis on global collaboration. A consistent commitment to maintaining these standards is further illustrated by the use of the IBN and the ongoing quality checks of Moldovan publications. According to the analysis, the percentage of Moldovan research published in open access has significantly increased, rising from approximately 14–15% in 2008 to over 50% in recent years. Similarly, the use of DOIs has surged from 2% in 2008 to 67% in 2023. In addition, the number of articles co-authored with international scholars has nearly doubled since 2008. This evidence demonstrates the effectiveness of regulatory reforms in promoting open access and enhancing the global visibility of Moldovan research. Despite these advancements, the study also identifies several challenges, such as insufficient funding for open access initiatives, infrastructural limitations, and ongoing concerns regarding the quality and reliability of publicly available materials within the Moldovan scientific community.
