Meta-analysis of Lifelong Learning Realization in Kazakhstan: Trends and Obstacles in the University of Third Age

Abstract :Starting from 2021, first University of Third Age (U3A) began functioning in Kazakhstan. Throughout the three-year period, this vector of education has already achieved a certain level of recognition in our society. However, there is a number of facts, which may cause controversial opinions about the future of U3A in Kazakhstan. This paper presents an analysis of the implementation of the University of Third Age in Kazakhstan, based on the semi-annual reports of the Ministry of Higher Education and Science of the Republic of Kazakhstan. The purpose of the work is to address the main trends, perspectives and obstacles in lifelong learning/U3A in Kazakhstan. The study uses the method of systematic review and analysis of secondary data. The paper answers several research questions: how has the number of U3A programs and learners in Kazakhstan changed throughout a 3-year period? How have trends in popular U3A programs changed throughout the period? What are the perspectives and potential dangers of U3A realization in Kazakhstan? The results of the article indicated that, despite positive demographic changes within the period of 2022-2023, universities of third age still lack interest from elderly in Kazakhstan. Based on the reported results, the article elucidates future potential for the development of lifelong education /U3A in Kazakhstan.
