Management and Optimization of Public Funds in the Romanian Healthcare System

Author : Gabriela Boldureanu, Adriana Prodan, Daniel Boldureanu

Abstract : Public funds within the healthcare system represent financial resources derived from public budgets and used to finance medical services, healthcare institutions and investments in the health sector. This analysis examines the structure and allocation of public resources earmarked for health, focusing on the relationship between public funding and the distribution of healthcare expenditures between public and private providers. Through an inductive and deductive analysis of data provided by the Ministry of Health and the National Health Insurance House, the study examined how public healthcare funds are utilized in Romania. Based on the reported structure for 2025 regarding the use of public health funds, approximately 48.5% of the funds were allocated to private medical service providers, while approximately 51.5% went to public providers. The distribution of these public funds varies significantly across healthcare sub sectors: public hospitals remain predominantly funded through the public system, whereas private providers hold a significant presence in primary care, outpatient services, laboratory and imaging services, dentistry, pharmaceutical distribution, medical devices, and home care. The results highlight the efficient allocation of public funds within the Romanian healthcare system to both the public and private health sectors.
