Safety Culture Analysis Using Framework for Organizational Assessment and Improvement Path Planning in Oil and Gas Industry in Indonesia

Abstract :Safety culture has been defined as shared beliefs, norms, and behaviors that are upheld by all employee levels. Since the development of the concept began in the 1990s, several maturity models of safety culture have emerged. The model that is widely used divides safety culture into five stages, from Pathological to Resilient. The assessment of safety culture should contribute in understanding the position of the safety performance of the industry. This assessment analyzed eight dimensions that construct a safety culture in general. This framework proposed the improvement path of the safety culture based on the measurement of the maturity of each factor. The result showed a score of 3,49 for the safety culture maturity of the industry, as the lowest score of the dimensions came from Responsibility, Engagement and Involvement, Commitment, and Information and Communication. Hence the improvement path should begin from these dimensions as the insights for the industry on where the improvement of the safety culture. This paper should serve as an example of the applicability of this assessment, as this method could be used in various industries.
