Data governance in educational institutions: Challenges for a Colombian public university

Abstract : Data governance is a multifunctional framework that emphasizes the treatment of data as a strategic asset, formalizing policies, standards, and procedures focused on data quality and monitoring regulatory compliance (Goel et al., 2024). In higher education institutions, implementing a data governance model arises from a growing need, as the immense amount of data collected throughout their productive activities is not being used effectively. Wang & Jiang (2022) point out that this is due to problems such as the inability to share data, inconsistent data quality, lack of authority, deficiencies in data lifecycle management and insufficient oversight. Within this context, this research analyzes how a Colombian public university can establish a data governance model that allows it to significantly improve the use of information. Through a diagnosis carried out with focus groups, it is concluded that the federated model is the most appropriate for govern its data and a roadmap for its implementation is proposed, taking into account the particularities of an educational institution versus a commercial company, with mission functions focused on teaching, research and social impact.
