Lessons learned from the development of the Chana Industrial Estate Project in Songkhla Province, Thailand

Abstract :Lessons learned from the development of the Chana Industrial Estate Project in Songkhla Province of Thailand. The policy cycle had problems with public hearings from the citizens who are stakeholders. The Thai government blocks the people who resist this project. In addition, there was no previous study of the impact on the environment and the health of the people around the project. Therefore, when policy implementation was opposed by the people who could cause policy failures, this policy also was enacted under the administration of the National Council for Peace and Order which overthrew the civilian government in a coup in 2014 to designate Chana District as a special development zone as a prototype city for a future industrial city. However, the people came out to protest because the government and the Southern Border Provinces Administration Center wanted policy implementation promptly. They expedited the process of public hearings during the COVID-19 pandemic and the enforcement of the Emergency Decree on Public Administration in an Emergency Situation. Nevertheless, the local people brought in academic data to study the impact of environmental pollution as well as changing the lives of Thai Muslims and Buddhists. Finally, this project was postponed because of collaboration among the people.
