Normative Climate Services and Science Diplomacy in Global South Adaptation Governance

Abstract : Global South countries are exploring how they incorporate the normative methodological mechanisms of external climate services into their climate adaptation governance. This paper analyzes documents through document-centered mechanisms and normative content analysis to identify the structural role of climate services in risk identification pathways, data processing logic, and assessment procedures. It also illustrates how external methods are integrated into local governance processes through the example of Ethiopia. Throughout the study, it has been revealed that external climate services are not only technical tools but also influence policy-making logic through specific procedural norms. This study contributes to the understanding of the methodological dissemination of science diplomacy in climate cooperation.
