Application of Islamic Project Management in the Moroccan Public Sector: A Case Study on IT Projects

Abstract : This article examines the application of Islamic Project Management (IPM) in Moroccan public-sector IT projects. Rooted in Islamic ethical and managerial principles, IPM offers a values-based framework for project governance and execution. A quantitative case study surveyed IT project managers across key judicial institutions using a structured questionnaire to evaluate practices related to Islamic managerial ethics and governance mechanisms. The analysis focused on the implementation of core principles such as trust, teamwork and consultation, continuous ethical supervision, and the formal accountability role of the Hisbah. Findings indicate varying degrees of IPM adoption and highlight the potential of integrating Islamic ethical standards into public IT project management. The study recommends training public managers in Islamic leadership and employing faith-based performance indicators to better align project outcomes with both social and spiritual objectives.
