Legal Reforms for E-Government: Strengthening Thailand's Digital Governance Framework

Abstract :E-Government is a crucial mechanism for enhancing public administration efficiency, streamlining citizen services, and promoting transparency in government operations. However, the implementation of e-Government in Thailand continues to face multiple challenges, particularly in the legal do-main, where existing laws have not yet evolved to fully accommodate rap-idly advancing digital technologies. This article aims to analyze the legal framework governing e-Government in Thailand and propose legal reforms to support AI, Blockchain, Big Data, and Cloud Computing, which play significant roles in digital governance. Additionally, it explores the need to enhance legal provisions related to Cybersecurity, Personal Data Protection, Citizen Participation through Digital Platforms (e Participation), and Government Data Interoperability. These legal developments are essential for enabling Thailand’s e-Government to transition into a Smart Government that operates efficiently and aligns with international standards.
