Cost-effectiveness evaluation model in home care

Author : Nina Helander

Abstract :Ageing population is challenging health care systems globally. Technology-assisted services that are brought to homes are regarded as one of the potential solutions. However, it also needs to be assessed how cost-effective the home care technologies really are and how they create value for the home care customers and for the personnel. Different kinds of technology assessment models have been proposed in the literature, but there is a lack of models that measure and manage the overall cost-effectiveness of the new technology. This article introduces a model which was tested in elderly home care. The key cost indicators in the model include the use of home care services/number of clients, the number of home visits to physical home care and the costs of visits, the number and costs of emergency calls, and the number of hospital days. The initial model was planned based on literature, and then followed a series of workshops and interviews to identify the critical indicators to produce information to react and support decision making, for forecasting and to modify the health care services in changing situations
